what concerns me atm is that the first notification of a delay was at 13:10. 8 hours before the deadline. That implies it was either something major, or that there wasn't a margin factored into the original 19:00 deadline.
I'll go with the latter.

So, going by how "every single time a major update comes out it is delayed", you still only give yourself 2 hours leeway? Do you also advise your clients to ignore historical experience/evidence?

What's the difference? If something newer is up on TQ by the time they finally let us is, your client will simply prompt you to upgrade again.
On previous expansions, some people reported that the early patches corrupted the client and required full re-installs/major repairs.
